Lie or Negligence?

These words from the Attorney General are the most shocking words I have ever heard. Is he lying for political gain or did he just admit that the government could have stopped 9/11 if they would have done their job under the the law as it existed... Either way, it is a terrible thing to hear from the powers that be.
