As I told Brian, there is a difference between suspicion and proof. We all suspected Bush didn't care about the people in New Orleans before, during, and after the storm. Now we have proof:

Video showing President George W Bush being warned on the eve of Hurricane Katrina that the storm could breach New Orleans' flood defences has emerged.

...

It appears to contradict Mr Bush's statement four days after Katrina hit, when he said: “I don't think anyone anticipated the breach of the levees (BBC News).”

They have the video on their site, you should check it out. Everyone but Bush is freaking out about the coming storm. His demeanor is passive and dismissive throughout. It looks like Kanye West was right. Once we suspected, but now we have proof.
