Did Bush Cheat in the Last Debate?

What is the mystery bulge on Bush's back from the first debate? Salon.com has the story and the photo [Link]. I don't know what to make of the picture (there are more at Cannonfire). It wouldn't surprise me if it were a wire. He wouldn't speak to the 9/11 commission without Cheney at his side, why would we presume he would speak to the nation without the same?

I am not one for conspiracy theories, but I wouldn't put it past Bush... Let's look for a bulge again tonight.
